{"id":37,"date":"2026-06-17T03:32:59","date_gmt":"2026-06-17T03:32:59","guid":{"rendered":"https:\/\/soilmechanix.com\/?p=37"},"modified":"2026-06-17T03:33:00","modified_gmt":"2026-06-17T03:33:00","slug":"beyond-inspection","status":"publish","type":"post","link":"https:\/\/soilmechanix.com\/?p=37","title":{"rendered":"Beyond Inspection"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\">Part 1: Why We Test and Inspect So Much\u2014And Still Have Problems<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Walk onto almost any construction project today and you&#8217;ll find quality everywhere.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Concrete cylinders are cast and tested.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Density tests are performed.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Reinforcing steel is inspected.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Structural welds are examined.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Drilled piers are observed.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Subgrades are proof-rolled.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Laboratories generate reports.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Inspectors document their observations.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Owners, engineers, contractors, municipalities, and third-party consultants all contribute to an impressive system of testing and inspection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Yet despite all of this effort, construction projects continue to experience defects, rework, delays, warranty claims, disputes, and occasionally even failures<\/strong>.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\"><span style=\"text-decoration: underline;\">A Simple Question<\/span><\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">If we inspect so much&#8230;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&#8230;why do problems still occur?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At first glance, the answer seems contradictory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shouldn&#8217;t more inspection lead to better quality?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The answer is both <strong>yes<\/strong> and <strong>no<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h5 class=\"wp-block-heading\"><span style=\"text-decoration: underline;\">Inspection Is Essential<\/span><\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">This article is <strong>not<\/strong> an argument against testing or inspection.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Construction testing exists for good reason.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Building codes require it.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Owners depend on it.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Engineers specify it.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Contractors rely on it to verify their work.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Without testing and inspection, construction quality would almost certainly be worse.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Inspection remains one of the most important safeguards we have.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h5 class=\"wp-block-heading\"><span style=\"text-decoration: underline;\">But Inspection Has a Limitation<\/span><\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Inspection tells us <strong>what happened.<\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It rarely tells us <strong>why it happened.<\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>That is an important distinction.<\/li>\n<\/ul>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Inspection measures quality. It does not create it.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That single idea transformed manufacturing during the last century.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of asking, <em>&#8220;Did the product pass inspection?&#8221;<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">manufacturers gradually began asking, <em>&#8220;What process produced this product?&#8221;<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That change altered the way entire industries thought about quality.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h5 class=\"wp-block-heading\"><span style=\"text-decoration: underline;\">Construction Still Focuses on the Product<\/span><\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Consider a few familiar examples.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A compaction test tells us whether one location achieved the required density.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A concrete cylinder tells us how one sample performed.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A weld inspection evaluates a completed weld.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A proof roll identifies weak areas in the subgrade.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Every one of these tests provides valuable information.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>But none of them explains why the work succeeded\u2014or why similar work may fail tomorrow.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>They evaluate <strong>the result.<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">They do not evaluate <strong>the process that produced the result.<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h5 class=\"wp-block-heading\"><span style=\"text-decoration: underline;\">Construction Is a Process<\/span><\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Every project depends on hundreds of interconnected processes.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Planning<\/li>\n\n\n\n<li>Communication<\/li>\n\n\n\n<li>Material delivery<\/li>\n\n\n\n<li>Equipment<\/li>\n\n\n\n<li>Workmanship<\/li>\n\n\n\n<li>Sequencing<\/li>\n\n\n\n<li>Weather<\/li>\n\n\n\n<li>Supervision<\/li>\n\n\n\n<li>Decision-making<\/li>\n\n\n\n<li>Coordination between different trades<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">When those processes are well managed, quality often follows naturally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When they are not, inspection simply discovers the defects after they have already occurred.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h5 class=\"wp-block-heading\"><span style=\"text-decoration: underline;\">The Opportunity<\/span><\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">The goal is <strong>not less inspection.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The goal is <strong>better processes.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Testing and inspection will always remain indispensable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The opportunity is to complement them with better process management, better measurement, and better systems thinking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, the objective is simple:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Not more inspections&#8230;but fewer defects requiring inspection.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h5 class=\"wp-block-heading\"><span style=\"text-decoration: underline;\">Looking Ahead<\/span><\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">This series explores it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because quality does not begin when the inspector arrives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><span style=\"text-decoration: our effort occurs after the work is completed.
